Public-sector learning platform
We rebuilt a government body's learning platform from scratch: far faster, 6 languages and ready for information-security certification.
Context
The client ran an outdated learning platform: a clumsy, confusing interface and missing features — people effectively couldn't work in the system. At the same time there were public-deployment requirements: import substitution, information security, a full package of GOST documentation, and several organizations running on one installation. Patching the old code couldn't clear that bar.
What we did
We rewrote the platform from scratch — interface, features and architecture. Learners got a convenient mobile app for taking courses; methodologists got a dedicated workspace: a course builder with Word import, flexible tests with auto-grading and error analysis, transparent progress, verifiable certificates, webinars, support, notifications and reports. Sign-in goes through government authorization systems, with two-factor protection and granular permissions. The platform works offline, supports 6 languages and serves many organizations on one installation with full data isolation.
Outcome
- The system became far faster: pages open instantly, reports build in seconds instead of 6–12 minutes, and under peak load it handles thousands of requests per second with zero errors
- 6 interface languages instead of one, and many organizations on a single installation instead of one
- A new feature ships in days, not weeks — the client no longer waits months for changes
- Full readiness for public deployment: ~1,000 pages of GOST documentation, a 152-FZ legal framework, a threat model for FSTEC certification, operation on Russian OSes and a package for the Russian Software Registry
- Automated-test coverage grew nearly threefold — the platform can evolve without fear of breaking what works
